Pennsylvania Crisis Intervention Team (CIT) Training & Technical Assistance (TA) Center
In 2025, the CSG Justice Center launched the Pennsylvania CIT Training & TA Center—a first-of-its-kind in the nation—in collaboration with CIT International and state partners.
Our goal is simple: We help local and state agencies in Pennsylvania start, strengthen, or expand CIT programs to make crisis response more impact-driven, community-centered, and collaborative.
What does a crisis intervention team do?
A crisis intervention team (CIT) consists of law enforcement and other first responders who are trained to safely and compassionately engage with people in crisis. CIT is a nationally recognized model that reduces unnecessary arrests and hospitalizations of people experiencing mental health and/or substance use emergencies.
How can the Pennsylvania CIT TA Center support your community’s needs?
Law enforcement agencies, behavioral health providers, and key partners are eligible for no-cost, community-tailored training and technical assistance that can include:
- Setting up a new CIT program or expanding current CIT capacity
- Creating youth-specific CIT programs
- Peer-to-peer learning and collaboration across systems
- Data collection and analysis
- Planning and implementation guidance
- Increasing agency leadership support and developing advisory boards
- Access to reports, research, and guidance

- Training opportunities

This project is funded through the U.S. Department of Justice’s Byrne State Crisis Intervention Program.
