Led by the Bureau of Justice Assistance (BJA)—which is a component of the U.S. Department of Justice’s Office of Justice Programs, the U.S. Department of Housing and Urban Development (HUD), and The Council of State Governments (CSG) Justice Center, this work aims to both inspire and equip states and communities nationwide with the tools they need to ensure that people returning from incarceration have safe and stable housing. It also supports and unifies several high priority federal strategic initiatives, including the United States Interagency Council on Homelessness’ All In: The Federal Strategic Plan to Prevent and End Homelessness, HUD’s efforts to reduce criminal record-related barriers to housing, and the ongoing reentry housing work supported by BJA through the Second Chance Act, which is helping communities by incentivizing the use of evidence-based housing and reentry interventions.


BJA provides a wide range of resources that include training and technical assistance to law enforcement, courts, corrections, treatment, reentry, justice information sharing, and community-based partners in an effort to address the chronic and emerging criminal justice challenges nationwide. By working with America’s state, local, and Tribal governments, as well as nonprofit organizations, BJA aims to reduce crime, recidivism, and unnecessary confinement by providing leadership and services in grant administration and criminal justice policy development. HUD is the federal agency responsible for national policy and programs that address Americans’ housing needs, that improve and develop the Nation’s communities, and enforce fair housing laws. HUD’s business is helping create a decent home and suitable living environment for all Americans, and it has given America’s communities a strong national voice at the Cabinet level. HUD plays a major role in supporting homeownership by underwriting homeownership for lower- and moderate-income families through its mortgage insurance programs. The CSG Justice Center is a national, nonprofit, nonpartisan organization that combines the power of a membership association, serving state officials in all three branches of government, with policy and research expertise to develop strategies that increase public safety and strengthen communities.
